In the Autumn, 2009 edition of Watchdog Views, the Watershed Watchers (a grassroots citizens group from the West Bend area of Washington County) congratulated the Highway J Citizens Group, U.A. (HJCG) on its recent federal lawsuit victory stopping the Highway 164 four-lane expansion project in both Washington and Waukesha Counties.

Also, Watershed Watchers thanked Judge Lynn Adelman for "clarifying the difference" between an open house public hearing vs. a town hall public hearing and then holding that the open house type public hearings were illegal because they offered "no opportunity for one citizen to learn about the view of a fellow citizen" and "no opportunity for one citizen to influence another" during the public hearing process.
